According to SERES, much remains to be done in this sector, whose figures are paradoxical, because this is a very important activity for the entire national territory

The use of electronic bills in the health sector in Spain remains a pending subject, according to the Study on the Use of Electronic Bill in Spain 2017-2018, prepared by SERES. According to this report, the health sector represents 0.36% of Spanish electronic billing companies and also 1.35% of recipients.

By volume of invoices, this participation represents less than 0.1 per cent of the total invoices issued and 0.13% of those received. “It is obvious that much remains to be done in this sector. These figures are paradoxical, because it is a sector of activity that is very important for the entire Spanish territory,” explains Alberto Redondo, Director of Marketing and Communion of SERES.

National total
According to the study, the number of electronic invoices processed in 2018 in Spain amounted to 181,884,086 documents, 14,92% more than in 2017, according to the SERES Study of Electronic Billing in Spain 2017-2018. Of the total, 147,953,331 documents correspond to transactions between companies (B2B), 22,292,891 to operations between companies and public administrations (B2G) and 11,637,864 to sales of companies to individuals (B2C).

According to the report, thanks to the use of the electronic invoice, Spanish companies saved in 2018 more than 900 million euros in the management of the invoices received and 511 million euros in the management of the invoices issued. It also saved 662,145 hours in the processing of invoices received and 106,963 hours in the emitted, in addition to significantly reducing the environmental impact resulting from the elimination of paper use.use of paper.

Who uses the electronic invoice

By Autonomous Communities
According to the number of documents, both in issue and in reception, Madrid, Catalonia and Andalusia lead the ranking; followed by the Communities of the Basque Country and Valencia. Regarding the number of companies that bill electronically by Autonomous Community, 2018 was a year of change. Thus, Madrid, Valencia and Andalusia lead the ranking of companies that issue invoices; followed by a second group formed by Catalonia, Castile and Leon and Basque Country.

For its part, in reception, Madrid, Catalonia and Andalusia lead the ranking of companies; followed by Castilla y León, Valencia and País Vaco. As for the number of documents received, Madrid, Catalonia and Andalusia continue to lead the ranking; followed by Galicia, Valencia and Cantabria.

By sector
By sector, it is the Services sector that continues to lead, with 55.92% in emissions and 58.45% in reception, the market. It is followed by the Industry, with 41.80% of companies in emissions and 36.68% in receipt, the Primary sector, with 3.06% of companies in issue and 3.21% of companies receiving and other activities with 0.71% in emissions and 1.6% in reception.

By company size
By type of companies, it is the medium-sized ones that emit more invoices, 45.48%, followed by large companies, 22.48, small ones, 23.80% and micro companies, with 8.24 %. In receipt of invoices, the most received are the median companies with 37.57% of the invoices, followed by small businesses with 26.17%, the big ones with 24.48% and the microenterprises, with 11.78%.

“In this regard,” said Alberto Redondo, “the trend continues in the emission of e-factures, highlighting this year the increase in the participation of both medium-sized and micro-enterprises; the variation of 4.1% in the first case and 0.83% in the second. At the reception, large and medium-sized enterprises are the main drivers of e-facture, accounting for more than 62% of the companies they receive; they are followed by SMEs and microenterprises, which accounts for almost 38%.”

The implementation of the Immediate Supply of Information (IIS) -the online VAT - in the Foral Communities - Basque Country and Navarra - in January 2018 has promoted the use of the electronic invoice in these territories, favoring the transformation of the internal processes of many companies transform their internal processes that see in the electronic invoice a great ally to fulfill the obligation. Something to assimilate will occur in the Canary Islands in 2019, following the implementation of IBS in early January of this year. For its part, the mandatory electronic invoice for AAPP subcontractors has had its effects and will continue to have them in the future, as the increased use of the electronic invoice recorded in B2G operations is noted. The evolution of the electronic billing regulations to the public administrations – in force since 2015 – has led, in 2018, to the mandatory use of the electronic bill for the state subcontractors. Thus, since July 1, 2018, subcontracted companies that work for suppliers of the Spanish AAPPs are obliged to invoice the contractors electronically when the amount of the work or services exceeds 5,000 euros.

They are relevant, especially in the future, to the international success of the electronic invoice and the impulses given by the European Union to normalize its use among member countries. An impulse that has allowed the development, throughout 2018, of a new common electronic invoice format whose use will be mandatory for use in European public contracts starting April 18, 2019.

“In recent years, Alberto Redondo, Director of Marketing of SERES for Iberia and LATAM, attended a strong organic growth of the electronic bill among Spanish companies, which is amplifying their geographical and sectoral capillaries.” A growth that, according to Redondo, maintains trends. “The median companies continue to be the most important e-facture users and, at the same time, with a smaller scale, the number of large and medium-sized utilities continues to grow. In the same way, the sector maintains the leadership of the Services sector, followed by Industry and, more distance, the Primary Sector.”

2019, new turning point
Despite the contraction of economic growth in the eurozone, everything seems to indicate that 2019 will be a very important year for the universalization of the electronic bill in the EU. The new European standard of electronic invoice, which will be mandatory in B2G relations from April 18, and the first national initiatives that aim to a general obligation of the use of e-facture will be the definitive backlog to the dematerialization of the invoice and to the impulse of the electronic exchange of other documents. “E-facture is a key part of the digital transformation of business and its positive effects will begin to be noticed in society as a whole,” adds Alberto Redondo.

About the study
The study analyzes the implantation of the electronic bill in the business sector of Spain, offering data both at the national and autonomous levels. The Study makes a comparison between the first semester of 2017 and the same period of the previous year.

Since 2009, SERES has annually developed the Electronic Billing Printing Studies in Spain with the objective of having a reliable indicator of its adoption by the business fabric and evolution over time. Today the Study is a national benchmark in providing a complete perspective of the total volume of documents processed and user companies, both in emission and reception, and their geographical distribution and by company size.

Thanks to the SERES Study, we can identify the transformations that the most active sectors have suffered in the use and implementation of electronic invoices over the past few years and see which Autonomous Communities have increased their volume of invoices in this period and the evolution of the situation in our country to determine what measures are necessary for their promotion and dissemination.
